What is NATURA 2000?
Natura 2000 is a network of protected sites established by member states of the European Union along coherent principles. Its aim is a preservation of biological diversity, protection of most valuable and threatened animal species and plants and most valuable natural sites in the territory of the European Union.
Natura 2000 network consists of two parts:
SPECIAL PROTECTION AREA (SPA)
SITES OF COMMUNITY IMPORTANCE (SCI) The Natura 2000 network is protected by two EU legal directives
BIRDS DIRECTIVE 2009/47/EC (replaced older Directive 79/409/EEC)
HABITATS DIRECTIVE 92/43/EEC conservation of a wide range of rare, threatened or endemic animal and plant species.
The directives enlist in their respective appendixes for which plant and animal species and types of natural sites should be these areas established. Requirements of both directives are included in Czech legal system through the Protection of Nature and Landscape Law No. 114/1992 Sb., as amended.
Responsibility for preparation and implementation of the Natura 2000 network is borne by the Ministry of the Environment of the Czech Republic, which assigned a preparation of materials to Nature Conservation Agency of the Czech Republic. Special protection areas are established by the government of the Czech republic, which also approves list of Sites of community importance (SCI).
SPECIAL PROTECTION AREA (SPA)
Special Protection Areas (SPA) are established for bird species enlisted in the Appendix of Birds Directive 2009/147/EC. This can contain species, which are in the territory of the Czech Republic quite common, however they are rare in the territory of the EU.
Nowadays there are 39 Special Protection Areas in the Czech Republic, 3 of them in region of Pardubický kraj.
SITES OF COMMUNITY IMPORTANCE
Sites of community importance (SCI) are established for either particular plant or animal species , or natural sites. Protection measures are explicitly targeted on protected subjects and sometimes it is possible, and even required, to farm in the given area with little adjustment of a particular activity (etc. to hay the grass after a reproduction period).
There are more than 1.000 SCI in the Czech Republic, more than 50 of the is in the region of Pardubický kraj.
